菲律桃園民間小額借款賓官員告訴路透社，杜特蒂20日與習近平會談時，計劃提起菲國漁民的苦境。
中國2012年占據台中市小額借款黃岩島（Scarborough Shoal），並拒絕讓菲律賓漁民進入當地的魚場。這促使菲國告上海牙常設仲裁法院（Permanent Court of Arbitration），法院於7月作出裁定，否決中國對南海大部地區的領土主張，包括南沙群島這個爭議小島周圍的200哩經濟海域。
中國立即宣告這項裁定無效，但表示兩國應該重開會談，尋求和銀行小額信貸試算平解決方案。
杜特蒂抵達在北京下塌的飯店時，有記者問起南海爭端，他說：「這並不是議程上的題目之一。有可能會提及，但大家都會軟著陸。不會來硬的。」
由於杜特蒂自6月30日上任以來，一直尋求與中國和解，象徵菲國近年奉行的外交政策出現驚人逆轉，因此北京如今考慮對他作出讓步。
常與高層接觸的中方人士告訴路透社：「人人都可以去（黃岩島），但有條件。」他意指中菲兩國漁民。
詢以是什麼條件，他表示：「兩國必須成立工作小組研擬細節。」
不過，目前還不清楚中國是否會同意兩國海警聯合巡邏。
這兩位人士沒有說明，中方是否會提出任何要求，以交換在漁業上的讓步。
第二位人士說：「將回復到雅羅育總統（GloriaMacapagal Arroyo）時的情況。」他是指2001至2010年擔任總統的雅羅育，當時兩國漁民都可以到黃岩島附近作業。
他們表示，如果一切照劇本演出，杜特蒂此行期間兩國將簽署超過10項廣泛的架構協定，包括漁業合作協定。他們未多透露細節。
菲律賓外交部表示，他們「目前對此無可奉告」。中央社（翻譯）
